日本の能楽（Nogaku Theatre）など20か国の多様な19件が，ユネスコの「人類の口承及び無形遺産の傑作」として，2001年5月18日に宣言され初指定された。 「人類の口承及び無形遺産の傑作」とは，文化的共同体により生み出された創造物の総体，すなわち，伝統に基づいたグループ，または，個人によって表現され，かつ，共同体の文化的，社会的な同一性の表現として認められ，規範や価値を，口承，模倣，その他の方法による伝承，例えば，言語，文学，音楽，舞踊，遊戯，神話，儀礼，慣習，手工芸，建築などの傑作を称えると共に，政府，NGO（非政府組織），地方公共団体に対して口承及び無形遺産の保存と活用を奨励することが目的である。 日本の「能楽」は，笛，小鼓，大鼓，太鼓の伴奏音楽にのせ，歌い舞って進行する音楽劇の「能」と滑稽なセリフ劇である「狂言」であり，両者は，能が大成した14世紀頃から同じ舞台で交互に上演されるなど一体となって継承され発展した。極端に簡素な表現形式によって人の感情を繊細に表現する能と格調高く明朗なセリフによる狂言は，後の人形浄瑠璃文楽や歌舞伎にも大きな影響を与えたわが国の代表的な伝統芸能である。 「人類の口承及び無形遺産の傑作」は，ユネスコの世界遺産条約（「世界の文化遺産及び自然遺産の保護に関する条約」）に準拠した，有形遺産を対象にしたいわゆる「世界遺産」とは異なるものだが，これを補完することが意図するところであり，今回は32件の候補の中から19件がユネスコ事務局長が任命した18人の委員（委員長はスペインの作家のゴイティソーロ氏 委員の一人は日本の林田秀樹国立科学博物館長）で構成する国際審査で選ばれた。 第2回目の「人類の口承及び無形遺産の傑作」は，2003年11月７日に宣言され，56の候補作の中から日本の「人形浄瑠璃文楽」など28件（30か国）が選定された。 第3回目の「人類の口承及び無形遺産の傑作」は，2005年11月21日〜24日まで、国際審査会合が開催され、64の候補作の中から日本の「歌舞伎」など43件（44の国と地域）が選定、11月25日に宣言された。 無形文化遺産保護条約が2006年中に発効する見通しなので、「人類の口承及び無形遺産の傑作」は，これが最後になる。 ユネスコが第32回ユネスコ総会の2003年10月17日に採択した無形文化遺産保護条約は，世界各地に残る無形文化遺産の保護を目的とし，（１）遺産保護のための基金を作る（２）代表的な遺産や危機にひんしていて早急に保護対策が必要な遺産のリストを作成するなどを定めている。 ユネスコは，この無形文化遺産保護条約を30か国（2006年1月21日現在 30か国が批准 日本は3番目に批准）が批准し、3か月後の2006年4月20日に発効，これまでに選定された「人類の口承及び無形遺産の傑作」をこの条約で定める「人類の無形遺産の代表リスト」（Representative List of the Intangible Heritage of Humanity）に登録する運びになっている。 従って、最初に、この「人類の無形遺産の代表リスト」に登録されるのは、第1回から第3回までの「人類の口承及び無形遺産の傑作」で選考された90件（69の国と地域 １つはパレスチナ）ということになる。 今後のわが国の「人類の口承及び無形遺産の傑作」の暫定リストの候補物件としては、重要無形文化財の工芸技術分野や重要無形民俗文化財からの推薦が有力で、例えば、「日本の陶芸」、「日本の神楽」、「アイヌの古式舞踊」、「琉球の舞踊」など、日本、或は、地方や地域の無形遺産の総体として、県境を越えたボーダレスな捉え方や考え方が求められる。 |
