2011年のインドネシアの第6回無形文化遺産委員会バリ会議から2年ぶりに無形文化遺産委員会に出席することにした。今年2013年のユネスコの第8回無形文化遺産委員会は、2013年12月2日（月）から7日（土）まで、アゼルバイジャンの首都バクーのJWマリオット・アブシェロンで開催される。 文化プログラムは、12月1日（日）の夕べと12月8日（日）に予定され、恒例のNGOフォーラムは、委員会の開会の前日の12月1日（日）の午前11時から午後5時まで開催されるが、早めに日本を発ち、トルコのインスタンブール経由で、バクー入りすることにした。
今年の第8回無形文化遺産委員会の委員国、ビューロー（幹事国）、主な議案、「緊急保護リスト」への記載候補、「代表リスト」への記載候補、「ベスト・プラクティス」の候補については、下記の通りである。 いわゆる「世界遺産」の登録審議とは異なり、10月に事前審査を担う補助機関の勧告の評価が、これまでの委員会では、基本的には追認されているので、若干、緊張感には欠けるが、日本の今年の候補「和食 日本人の伝統的な食文化」の審議の様子を見守りたい。 第8回無形文化遺産委員会の委員国(24か国) アルバニア、◎アゼルバイジャン、ベルギー、○ブラジル、○ブルキナファソ、□中国、チェコ、○エジプト、○ギリシャ、グレナダ、インドネシア、日本、キルギス、ラトヴィア、マダガスカル、モロッコ、ナミビア、ニカラグア、ナイジェリア、ペルー、スペイン、 チュニジア、ウガンダ、ウルグアイの24か国である。 ビューロー（幹事国） ◎議長国 アゼルバイジャン 議長 カラーエフ氏（H.E.Mr.Abulfas
